The following advertisement was in this morning's Metro:

Some time ago, the Spouse misheard a Glaswegian radio presenter in a programme on diet and thought she was referring to a government-appointed 'Fart Czar'.

The Tavern regulars gleefully adopted the term forthwith for any pointless waste of space with a fancy title and a load-of-hot-air job description - I think in this case it would be entirely appropriate.

Get a grip on the volume of credit and make sure it's sold to people who can do the maths about interest.

Is the FOS a quango? If so, one of their senior management has an incapable mate who needs an income. This is his employment flag of convenience. Don't waste your time applying, they are only advertising because they have to.
